For some people, the perfect home in Ibiza is already out there, it’s just a matter of finding it.

For others, it doesn’t exist yet. And that’s where buying a plot with a building licence can be a brilliant option.

If you’re someone who knows what they want (and are happy to create it), buying land with planning permission already in place can save you time, money, and a fair bit of stress.

But, as with most things in Ibiza, it pays to understand how the process works, what to watch out for, and where the value really lies.

🧱 What exactly is a “plot with a licence”?


Essentially, it’s a plot of land that already has full planning permission granted by the local town hall (referred to here as a licencia de obra mayor). That means the heavy lifting has already been done - the architectural project has been drawn up, submitted, and approved.

As the buyer, you can step in and move things forward relatively quickly, without waiting years for planning to come through, something that’s increasingly hard to come by in Ibiza right now.

⚖️ Why this matters in 2025


At the time of writing, several municipalities (particularly Santa Eulalia and San José) have placed a temporary pause on granting new licences for rural land (suelo rústico) while updated planning regulations are under review.

What does this mean in practice?

Well, if you’re hoping to build in the countryside, plots with existing licences are now your best, and possibly only, option.

Urban land (within designated residential zones) is less affected, but rural plots with approval in place have suddenly become even more valuable.

🔍 Things to consider before buying land


Even if a plot comes with a licence, there are a few important things to bear in mind:

      •     Type of land – Urban land is generally more straightforward. Rural plots are often larger and more scenic, but they come with tighter rules.

      •     Licence status – Planning permissions have time limits. You usually need to begin construction within a set period or reapply.

      •     Design + flexibility – Most projects allow some personalisation, but major changes may require new approvals.

      •     Access + services – Check whether the plot has road access, electricity, and water. These aren’t always guaranteed.

      •     Architect + team – It helps if the plot already comes with a reputable architect and technical team familiar with the island’s regulations.
